Truly's licensing model only charges you for active users of each product. This means that if a user is not considered 'active', it does not count against your license allocation.
The definition of an 'active' user is as follows, for each license type:

Meeting Recorder | Have the bot join a meeting |

Transcription | Any call or meeting is transcribed |
The active user count is calculated on a monthly basis, being reset at the start of the month.
