If you are using a French (+33) number in Truly to call clients in France and you are outside of that territory, you may run into an audible message saying the call was blocked due to French regulations.
As of August 2019, phone carriers in France have started to block calls using geographical or multi-purpose numbers started by users outside of France.
(Numbers starting with 01 to 05 or 09). This would be why you may not run into this issue while using a mobile carrier number.

+33175858348 calls +33476358350 while being inside of France = Successful
+44176358350 calls +33476358350 while being outside of France = Successful

This is a policy put in place by the French regulator, ARCEP (see Article 7.4.4 of Decision No. 2018-0881 - in French, see below for English translation of applicable section).
“...calls or messages received via an international interconnection, Arcep considers that operators are in principle justified in interrupting the routing of calls or messages with a geographic or non-geographic number as identifier caller or issuer if these calls or messages do not comply with the territoriality, that is to say where there is no indication that the operator of the number (the successful tenderer, the depositary or the receiving operator of the number) certifies that these calls or messages respect the conditions of use.”
